Until recently this was achieved using a weir to raise upstream levels and provide sufficient hydraulic head to allow flow to gravitate to the Tennant canal through two manually adjustable penstocks. <\/span><\/p>\n<h2 class=\"brz-css-rytho\" data-uniq-id=\"dagyj\" data-generated-css=\"brz-css-szfhf\"><span>The weir was in place and functioning, coincident with the canal construction, and thus has been in place for almost 200 years. Flow from the Neath\/Dulais passed through a dual penstock arrangement and flow was conveyed into the Tennant Canal via a short open channel (see Fig 1). A degree of flow control was afforded by manual adjustment of the penstocks. Most of the weir is still in place but a section on the Eastern side of the river Neath has been washed away. This has unfortunately compromised the ability of the remaining weir to elevate river levels and allow flow to be readily supplied to the Tennant Canal as has been the case historically.<\/span><\/p>\n<p class=\"brz-css-feeph\" data-generated-css=\"brz-css-ocktv\" data-uniq-id=\"gbygq\"><span>Subsequent to the weir being damaged the arrangement has fallen into disuse. The channel and forebay leading up to the penstocks are blocked with stones and sediment preventing any flow entering the feeder channel regardless of river levels (Figure 2 and Figure 3).<\/span><\/p>\n<p class=\"brz-css-ggenv\" data-generated-css=\"brz-css-kdraj\" data-uniq-id=\"ehwgg\"><\/p>\n<p class=\"brz-css-opomt\" data-generated-css=\"brz-css-zmghm\" data-uniq-id=\"eplku\"><\/p>\n<h2 class=\"brz-css-krykf\" data-generated-css=\"brz-css-daqlp\" data-uniq-id=\"crvdd\">The implications of the damage to the weir, silting of the channel and blockage of the penstock forebay are that the Tennant Canal no longer has a source of water from the Neath\/Dulais confluence.\u00a0<\/h2>\n<p class=\"brz-css-oirhs\" data-generated-css=\"brz-css-bustf\" data-uniq-id=\"pfziy\">This is apparent during summer months when levels in the Tennant Canal drops alarmingly, threatening cherished environmental habitat all the way along the canal, including the Internationally important and protected RAMSAR site &amp; SSSI (Crymlyn Bog) and the very rare species that exist in this ecosystem. The Eastern section of the canal is particularly impacted by low water levels, far lower than designed Canal operating levels.<\/p>\n<p class=\"brz-css-lwaiw\" data-generated-css=\"brz-css-rnuwa\" data-uniq-id=\"nlydx\"><\/p>\n<\/div>\n<\/div>\n<\/div>\n<div data-iteration-count=\"1\" class=\"brz-css-vltac brz-wrapper brz-animated brz-css-ewqkp brz-css-ifyjs\">\n<div class=\"brz-rich-text brz-rich-text__custom brz-css-hhvbi\" data-custom-id=\"vyxrtenpvpreeuzlzkgcorhwihrokkrthmcy\">\n<div>\n<p class=\"brz-css-yznaw\" data-generated-css=\"brz-css-yqxpw\" data-uniq-id=\"khmbe\"><span class=\"brz-scp-color3\">The Tennant Canal Association(TCA) is committed to the urgent restoration of a sustainable water supply to the Tennant Canal from the Neath\/Dulais. TCA&#8217;s view is that this should be achieved by fully restoring the weir. The construction of this fish pass involved working on and alongside the weir and integrating the fish pass into the weir arrangement. Concerns regarding the impact of the fish pass on the impact on the weir and aqueduct were raised by Peter Ricketts of the Neath and Tennant Canal Preservation Society at the time of construction.\u00a0<\/p>\n<h3 class=\"brz-css-bmuid\" data-generated-css=\"brz-css-mpjwn\" data-uniq-id=\"mvvkt\">There is no indication from construction drawings, or visual inspection on-site, of proper provision for adequate tying in of the structure of the fish pass to the weir. Evidence from witnesses also suggests that very large, tracked excavators were observed to be tracking on the top of the weir during the construction of the fish pass.<\/h3>\n<p class=\"brz-css-oyfjm\" data-generated-css=\"brz-css-kinti\" data-uniq-id=\"itpzo\">Site observations indicate that the weir failed at the interface between the original weir and the reconstructed section (believed to be the remaining length shown in Figure 4). This suggests that there was inadequate tying in of the original weir. There is no reference to tie bars on the drawings, and no evidence of such an arrangement on the remains. Full restoration of the weir and clearance of the penstock forebay and channel would reinstate the water feed arrangement to its previous state.\u00a0<\/span><\/p>\n<p class=\"brz-css-ajuwt\" data-generated-css=\"brz-css-efktv\" data-uniq-id=\"qcwus\"><span class=\"brz-cp-color2\">The section of weir on the Eastern side of the river was damaged in 2015. This prevents a full weir effect forming across the whole river. The weir is effectively breached (see Figure 5). As such the water levels at the entrance to the penstocks are not as high as required to ensure consistent flow through the penstocks into the canal.<\/span><\/p>\n<p class=\"brz-css-bxgxg\" data-generated-css=\"brz-css-peley\" data-uniq-id=\"lmvyc\"><span class=\"brz-cp-color2\">The damage to the weir also currently negates the intended purpose of constructing the fish pass.<\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<div data-iteration-count=\"1\" class=\"brz-css-vltac brz-wrapper brz-animated brz-css-uizjj brz-css-ysngq\">\n<div class=\"brz-rich-text brz-rich-text__custom brz-css-hhvbi\" data-custom-id=\"pstskphxdecohvxmiislcrtyyksgzuryhubd\">\n<div>\n<p data-generated-css=\"brz-css-apqmf\" data-uniq-id=\"zgizq\" class=\"brz-css-sjfcg\"><span class=\"brz-cp-color2\">TCA&#8217;s primary position is that the weir should be fully reinstated to a condition that will provide a reliable water feed arrangement for years to come.<\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"brz-css-vltac brz-wrapper\">\n<div class=\"brz-rich-text brz-rich-text__custom brz-css-hhvbi\" data-custom-id=\"qjodnitxrcnoovyleytwdoqcxmdfyockvtja\">\n<div>\n<p class=\"brz-css-usiiz\" data-uniq-id=\"ukxhw\" data-generated-css=\"brz-css-pdrmi\"><span class=\"brz-cp-color2\">The concrete channel leading to the Tennant Canal will also require cleaning out to prevent large quantities of silt and mud entering the Tennant canal upon re-commissioning of the arrangement. Some repair work to the channel sidewalls is also required where masonry has failed. The weir had been in place for almost 200 years and was not intended to be a temporary structure, being part of the permanent canal infrastructure. It is only reasonable that it should be returned to its former state without the need to validate flood consequences.<\/span><\/li>\n<li class=\"brz-css-obpzs\" data-uniq-id=\"drzki\" data-generated-css=\"brz-css-dqjxd\"><span class=\"brz-cp-color2\">The weir is set at a relatively low level in relation to the flood embankment. Due to the variance in height of the weir relative to river bed and variable nature of the weir along its length, it is difficult to provide a &#8216;drowned out&#8217; weir calculation to evidence the impact of the weir. However, it is clear by observation that the hydraulic loss that would be generated by the full weir is negligible at times when the river level approaches the upper embankment.\u00a0<\/span><\/li>\n<\/ol>\n<p class=\"brz-css-mgdsp\" data-uniq-id=\"cvuby\" data-generated-css=\"brz-css-gazll\"><\/p>\n<h3 data-uniq-id=\"kokab\" data-generated-css=\"brz-css-lqkoi\" class=\"brz-css-fvnaq\"><span class=\"brz-cp-color2\">TCA\u2019s opinion is that the weir provided no or negligible restriction to river flow under imminent flood conditions. This is partially evidenced by a view across the weir (in its current state) in a reasonably high river level (well before risk of flooding to property occurs). Temporary solutions to restore water supply to Tennant Canal.\u00a0<\/div>\n<\/div>\n<div class=\"brz-tabs__item--content\">\n<div class=\"brz-d-xs-flex brz-flex-xs-column\">\n<div class=\"brz-css-vltac brz-wrapper\">\n<div class=\"brz-accordion brz-css-vnwfm brz-css-beuur\" data-duration=\"300\" data-custom-id=\"spmdwnlflaktpetzvvstbuiwmrskznxpwtfs\">\n<div class=\"brz-accordion__item\">\n<div class=\"brz-accordion__nav\" data-collapsible=\"on\"><span class=\"brz-accordion__nav-title brz-span brz-text__editor\">Maintenance of current arrangements to provide some passage of flow.<\/span><\/div>\n<div class=\"brz-accordion__content brz-d-xs-flex brz-flex-xs-column\">\n<div class=\"brz-accordion__item-content brz-d-xs-flex brz-flex-xs-column\">\n<div class=\"brz-row__container brz-css-hqisc\" data-custom-id=\"vdhcnnchflpoqxmfvzjkoqtjmfwluziukmxt\">\n<div class=\"brz-bg\"><\/div>\n<div class=\"brz-row brz-css-jvkig brz-css-mandj\">\n<div class=\"brz-columns brz-css-sdafm brz-css-vfhbn\" data-custom-id=\"qkgdubsognupfecinquyzqkefkqhszbceuqt\">\n<div class=\"brz-bg\"><\/div>\n<div class=\"brz-column__items brz-css-zrhty\">\n<div class=\"brz-css-vltac brz-wrapper\">\n<div class=\"brz-rich-text brz-rich-text__custom brz-css-hhvbi\" data-custom-id=\"gljlerfzyelpfbwcabhvdkvwnvwkihskxgny\">\n<div>\n<p class=\"brz-css-obyff\" data-generated-css=\"brz-css-zlzxr\" data-uniq-id=\"guuny\"><span class=\"brz-cp-color2\">A basic level survey has been undertaken on the existing weir and channels (See Figure 8). This indicates that the existing arrangement currently has the ability to provide water to the Tennant Canal in most, and possibly all conditions.<\/span><\/p>\n<p class=\"brz-css-pgocu\" data-generated-css=\"brz-css-fzccr\" data-uniq-id=\"chyor\"><em class=\"brz-cp-color2\"> <\/em><\/p>\n<p class=\"brz-css-yuvsx\" data-generated-css=\"brz-css-fzccr\" data-uniq-id=\"chyor\"><em class=\"brz-cp-color2\"><u>During relatively low flow conditions the level of the River Dulais appears to be at sufficient top water level to enable flow to enter the channel that feeds the penstock forebay.\u00a0<\/u><\/em><\/p>\n<p class=\"brz-css-iiemz\" data-generated-css=\"brz-css-jiavf\" data-uniq-id=\"fxnij\"><span class=\"brz-cp-color2\"> <\/span><\/p>\n<p class=\"brz-css-qtmln\" data-generated-css=\"brz-css-jiavf\" data-uniq-id=\"fxnij\"><span class=\"brz-cp-color2\">This is due to a weir effect at the exit of the River Dulais due to build-up of shale, stone and sediment, raising the water level at the exit from the Dulais above that of the River Neath. This build-up is likely transitory in nature, so it is not clear whether this is a reliable longer-term solution without considering the sheet pile reinforcement described in Section 3 a.<\/span><\/p>\n<p class=\"brz-css-wvlcz\" data-generated-css=\"brz-css-rhfup\" data-uniq-id=\"fxddq\"><\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"brz-css-vltac brz-wrapper\">\n<div class=\"brz-rich-text brz-rich-text__custom brz-css-hhvbi\" data-custom-id=\"arvpnkhvlsylkphrqletxcpjlvafwnnptpkz\">\n<div>\n<p class=\"brz-css-yzzbq\" data-uniq-id=\"ruhgo\" data-generated-css=\"brz-css-jjqay\"><span class=\"brz-cp-color2\">* Levels were taken during a survey in February 2022. All levels relate to the weir crest level of 6.72m AOD indicated on record drawings of the fish pass.<\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"brz-css-vltac brz-wrapper\">\n<div class=\"brz-rich-text brz-rich-text__custom brz-css-hhvbi\" data-custom-id=\"obmdesgizomutbdinmoeffjdyimiukpgsuks\">\n<div>\n<h3 class=\"brz-css-hjyqm\" data-generated-css=\"brz-css-zzsdm\" data-uniq-id=\"semny\"><span class=\"brz-cp-color2\">Unfortunately, the channel feeding the penstocks is currently completely blocked with stone and sediment, as is the penstock forebay. These should be cleaned out at the earliest opportunity as has been customary to allow flow to reach the penstocks. The inlet channel leading to the Tennant also requires cleaning out.<\/span><\/h3>\n<p class=\"brz-css-rojyp\" data-generated-css=\"brz-css-wmukx\" data-uniq-id=\"kzzxl\"><span class=\"brz-cp-color2\">Levels indicate that the Dulais top water level is typically at least 500mm above the level of the bed of the channel feeding the Tennant Canal. The concrete channel feeding the Tennant also contains a small removable control weir immediately before flow enters the canal (see Figure 8). This provides an additional hydraulic loss of around 300mm. This business no longer exists, and funds are not available to secure that water supply on the same basis.<\/span><\/p>\n<p class=\"brz-css-xqyvi\" data-generated-css=\"brz-css-kiram\" data-uniq-id=\"eqxmj\"><\/p>\n<p class=\"brz-css-uavqd\" data-generated-css=\"brz-css-hgcbz\" data-uniq-id=\"pafoe\"><span class=\"brz-cp-color2\">If the supply to the Tennant Canal is reinstated it is important to recognise that the water transferred into the canal is transitory in nature and returned back into the River Neath and estuary at various locations such as the Bridge Street overflow.\u00a0 The water would have no other use, other than to serve to preserve the Tennant Canal and ecosystem before returning to the river\/estuary.
